Your screenshot shows power limit throttling at 14.9W. Intel says the 8250U has a 15W TDP rating. HP has decided to enforce that limit. You cannot use ThrottleStop to go beyond 15W long term. The 15W limit set internally by HP is in control of your CPU. WebPower limit throttling means it's exceeding the wattage limit and dropping the clock as a result. This is a very bad thing. It might be possible to raise the power limit (probably in the BIOS). But the other solution is to lower the voltage, and clock as necessary, until it doesn't throttle.
